The Consumer Goods (Cosmetics) Information Standard 2020 was published today. This is the first revision to this standard since the standard was first introduced ion 1991. The key requirements of the standard as applicable to all cosmetic products remain in place.

However the standard introduces additional new requirements to alcohol based cosmetic hand sanitisers. The scope of these new changes applies to Ethanol, Isopropyl Alcohol (IPA), and denatured alcohol products.

Summary of changes:

Transition Period
Transition period of 180 days  or approximately 6 months for all goods manufactured or imported into Australia.

Label requirements
Amount of alcohol to be shown – as %v/v prominently and clearly in the ingredient list or otherwise elsewhere on the label

The following mandatory warnings now apply to alcohol based cosmetic hand sanitisers:

  • Keep out of reach of children
  • For external use only
  • If ingested, seek immediate medical attention
  • Flammable – keep away from fire and heat
  • Discontinue if skin irritation occurs

Evidence Requirements
Products making bactericidal claims such as “kills 99.99% of germs will require evidence to substantiate such claims.
