Dr Graeme Haley, Director

Has over 25 years of international experience in the pharmaceutical and cosmetics industries. He has consulted on formulating cosmetic and toiletry products while based in the United Kingdom, Australia and in Taiwan, to countries around the world including Switzerland, USA, Japan, Australia, Germany, Belgium, Netherlands, Scandinavia and Canada. He has assisted in preparing quasi-drug product, medicated product and other therapeutic goods applications to governments in a number of countries, across products ranging from creams, lotions, hair products, dental products and vitamin tablet and capsule preparations.
An Industrial Chemistry graduate and Engineering postgraduate of the University of New South Wales and a Business Administration postgraduate of the University of Technology Sydney, Australia. He was elected a Fellow the Royal Australian Chemical Institute in 1993. He is also a Chartered Chemist (Australia), and has been a member of the Australian Society of Cosmetic Chemists since 1983. He has served on a number of Standards Australia Product and Devices Committees and is currently a member of the CS-042 Sunscreen Agents Committee and the CS-108 Cosmetics-Terminology Committee. He was a member of the NICNAS Cosmetic Advisory Group representing the cosmetic industry from 2009 – 2013.
He was employed by Unilever for twenty years with his last position with them as Supply Chain Director for Unilever Taiwan. He has been a Director and Consultant with Engel, Hellyer & Partners Pty Ltd for over 10 years.
John Attard, Director

Completed his Bachelor of Science, Master of Science Management, Master of Business Administration, and Juris Doctor at the University of Technology, Sydney. He has been a Director at EHP for nearly five years.
A chartered chemist of nearly 15 years standing, he started his career in the QC laboratory of a multi-national pharmaceutical company and then progressed to more senior roles within pharmaceutical QA, dealing with quality systems and manufacturing.
For 7 years he has worked as a manager in the Compliance and Enforcement Programme at the National Industrial Chemicals Notification and Assessment Scheme (NICNAS). His responsibilities during that time included chemical review, training and outreach activities, as well as regulatory audit and compliance work. As part of his role at NICNAS he has worked with many organisations (local and multi-national) to assist them in attaining compliance with the requirements of the scheme. In performing this role he has developed a strong understanding of the regulatory framework pertaining to cosmetic products and industrial chemicals at the federal and state levels. He has also served on the board of the local Chamber of Commerce for over ten years assisting companies with government regulatory issues.- NICNAS (AICIS) Reforms Commence 1 July 2020 - applies to all importers of industrial chemicals, cosmetics, and cleaning products.

Dr Gloria Mao, Director
BSc (Hons), MA (Molecular Biology), PhD (Toxicology and Pharmacology)
Has over 15 years of international experience in the food, complementary medicine and cosmetic industries. She received her doctorate from the University of California, Los Angeles in Toxicology and Pharmacology. She received her Masters of Arts in Biochemistry and Molecular Biology from Harvard University and her Bachelors of Science in Biochemistry from the University of Illinois.
She has consulted on formula reviews, claims substantiation, and on regulatory and safety compliance for a variety of health and beauty consumer products marketed worldwide. She has experience working in cross-functional product development teams and helping to manage consumer complaints related to the safety of products. She has worked with government regulators worldwide.
From 2006 till 2017 she was a scientific advisor to the ASEAN (Association of South East Asian Nations) Scientific Committee on harmonisation of health supplement regulations. Her work included providing expert opinion on the upper limits of heavy metals, and microbial and pesticide contaminants in complementary medicines. She was a lead in writing the guidelines for the requirements for the efficacy and safety data for traditional medicines and health supplements.
While based in the United States, she was an Assistant Professor in Epidemiology at the University of California, Los Angeles, where her research was on gene-nutrient interactions in chemoprevention. She then worked at Amway where she was the Principal Toxicologist for the nutrition division and was responsible for ensuring the safety of the food and nutrition products for health supplement brands sold worldwide. She was also responsible for company-wide pharmacovigilance requirements, auditing safety testing, and providing safety substantiation for a variety of natural ingredients and chemicals.
Prior to joining Engel, Hellyer & Partners, Dr Mao was a Principal Regulatory Scientist at Amway of Australia where she prepared safety dossiers for cosmetic and personal care products sold in Europe and Southeast Asia.
